Los Angeles Mayor Villaraigosa Parties with Charlie Sheen in Baja

Los Angeles Mayor Antonio Villaraigosa has always bridged the fine line between his mayoral duties and reaching out to the entertainment industry that largely defines the City of Angels. Since assuming office in 2005, Mayor Villaraigosa has hung out with Paris Hilton at a Grammy Party, raised eyebrows for accepting tickets to Lakers games in coveted courtside seats, attended many Oscar parties and dated a red carpet ready former Miss USA.

But on Friday night, ?Hizzoner? attended a party in Baja California, Mexico with actor Charlie Sheen. The actor tweeted a picture of him and the Los Angeles Mayor, ?From Boyle Heights 2 Mayor of LA..! @hotelelganzo?2 party w/SHEEN at SheenZ..! Antonio Villaraigosa knows how to party!?

The photo was later deleted from Sheen?s twitter feed.

Sheen, who has had a very public breakdown after leaving the show Two and a Half Men, may not be good for the Mayor?s image as Villaraigosa ponders his next steps after completing his term in 2013. It has been rumored that Villaraigosa may be under consideration for a cabinet position in the Obama administration because of his role on the campaign trail and as Chair of the Democratic Convention in Charlotte back in September.

This photo begs the question: is extracurricular partying with Charlie Sheen becoming of a soon to be 60 year old, would be cabinet secretary?

Normally this is supposed to be a rumination of the year that was. A look back at some of the highlights of the last 12 months.

There. Done.

Seriously, 2012 will not go down as a memorable one for Winnipeg sports fans.

Going in, our local CFLers were supposed to follow up their 2011 Grey Cup appearance with another serious run at their first championship in more than two decades.

Instead, the Blue Bombers turned out to be a one-year wonder.

A few clicks to the east down Portage Avenue, there at least were some highs involving our pucksters.

But our exciting new taste for the NHL would turn more sour by the month, beginning with the Jets crash-and-burn from playoff contention and culminating with the hollow, clanging sound of yet another lockout.

Considering we had one the year before the original Jets bolted for Phoenix, I suppose it?s some sort of cruel symmetry we have one the year after they return.

Wasn?t 2012 also supposed to usher in an exciting new era in sports facilities in this town?

Alas, we?ve killed enough trees on that story.

Add it all up, and it?s enough to make a Winnipeg sports nut go nuts.

lnstead of revisiting the gory details, I thought we?d look ahead.

So here are five storylines worth watching going into what has to be a better year in the toy department.

Because it couldn?t get any worse ? could it?

Frozen Fallout

As of this writing, the NHL had cancelled games through Jan. 14, or more than half the season.

That doesn?t mean we can?t have a compressed 48-game campaign, probably with conference play only.

But the two sides are getting closer and closer to the edge of that cliff, as that type of season would have to start around Jan. 20.

You?d think the deadline would produce a deal, like most deadlines do in labour negotiations.

You wonder, though, how much anger the players and owners have stirred up in fans and sponsors, and how it?ll be manifested whenever they do get back on the ice.

End of the Honeymoon

On a related topic, a few members of the Jets have had bad off-seasons, led by Ondrej Pavelec?s drunk driving crash and conviction in the Czech Republic.

Others, defenceman Ron Hainsey ? the face of the lockout ? and winger Evander (Moneybags) Kane have simply raised the ire of fans looking for people to blame for not having hockey.

Coupled with the normal subsiding of the NHL honeymoon, does the local shinny shack become a less friendly place for the home side in 2013 and beyond?

Field of Dreams

The Bombers will finally move into that spectacular facility down at the U of M, and that will create quite a buzz on its own.

Until 2013?s opening kickoff, at least.

How the Bombers play in their new digs will either buff the place to an impressive shine and launch the team to new financial heights or tarnish it, hurting the team?s ability to ?maximize revenues,? as they say.

After last year ? the losing, the security clampdown, the firing of yet another head coach ? the Bombers don?t have a lot of credit in the fan goodwill account right now.

There shouldn?t be any empty seats in the first year of a facility that?s now costing $200 million.

If there are, it won?t help the Bombers as they begin repaying a whopping $95 million in debt.

Armed or Dangerous?

What happens at quarterback for the Bombers is the story to watch on the field in 2013.

There isn?t a team in the CFL more in flux at football?s most important position.

If the Bombers don?t get this right ? having Buck Pierce somehow complete a successful season or finding someone who can ? they will be doomed to extend the longest championship drought in franchise history to a 23rd year, and then some.

That?s a dangerous road to stay on, new stadium or not.

If the Bombers solve their quarterback problem, GM Joe Mack will have gone a long way to saving his job.

Entering the last year of his contract with a 21-35 record in games that matter, Mack needs to show CEO Garth Buchko he knows how to build a consistent winner, not just a team that stumbles into the Grey Cup game once in a while.

If the Bombers post another losing season, Buchko will be forced to undergo the difficult task of conducting a GM search, and the Bombers will be back at the drawing board. Again.

That would leave a lousy taste in the mouths of poor, downtrodden Bomber Nation.

It?s true head coach Tim Burke will be under the microscope in his first full season as head chef. But it?s Mack?s job to supply the ingredients.

So there?s you?re recipe for a successful 2013.

After the past year?s heartache, is that too much to ask?

John Kerry at State: A Disaster for Israel

President Obama?s decision to nominate Senator John Kerry as his next Secretary of State will prove to be a disaster for Israel.

The choice of the American Jewish establishment to vehemently protest the expected nomination of former Senator Chuck Hagel while granting Kerry a free pass for his anti-Israel behavior follows their longtime pattern.

Hagel is a Republican who has a history of marking foolish remarks regarding Israel and has long been seen as an independent thinker on Middle East policy with a non-interventionist outlook.

Kerry, however, is the much bigger problem for Israel.

Hagel as Sec of Defense will be tasked with handling military issues. Kerry will be in a position to effect policy as it impacts Israel, set an overall tone for US in the Middle East and be a key player in future negotations.

When it comes to criticizing Democrats who are hostile to Israel, the Jewish elites have a history of weakness. From Jesse Jackson to Jimmy Carter to Barack Obama, Democrats are treated with kid gloves and given the benefit of the doubt, while pro-Israel Republicans are never given their due praise.

When Kerry ran for president, he was vetted by the so-called pro-Israel community in the U.S. and little was made of his attitudes toward Israel because he had, for the most part, steered clear of controversy.

Kerry?s record since his presidential campaign tells a different tale. It was clear Kerry would not run for president again and his policy shift on Israel was ignored. What?s worse is that Kerry?s attitudes on Israel are still being ignored by the pro-Israel community.

Even Kerry?s failure to sign the December 20, 2012 letter in support of continuing sanctions against Iran has not been a matter of concern for pro-Israel activists. [See http://www.adl.org/PresRele/Mise_00/6462_00.htm]

Kerry?s Israel problem goes back much farther than his troubling attitude towards Iranian sanctions.

When Kerry decided to take over for former President Jimmy Carter as the front man for Democratic criticism of Israel, he enlisted the U.S.'s first Muslim member of Congress for help.


Kerry was chairman of the Senate Foreign Relations Committee when he stated on March 04, 2009 at a Brookings Institute address:


"Nothing will do more to make clear our seriousness about turning the page than demonstrating ? with actions rather than words ? that we are serious about Israel freezing settlement activity in the West Bank. ?For decades, American presidents, Democrat and Republican alike, have opposed new settlement activity and recognized that the settlements are an obstacle to peace.. It should be apparent that when it comes to pressuring Israel on Israeli settlements John Kerry plans to pick up at Foggy Bottom where James Baker left off.

Kerry?s idea that the settlements are the main problem echoes the rhetoric of Yasser Arafat?s successors, Mahmoud Abbas and Salam Fayyad. In his March 2009 remarks, Kerry even adopted the Arab view that Jerusalem is one of ?the big three issues.?

Jerusalem is no issue ? it is Israel?s capital.

The view that Israel and the Palestinian Arabs equally share blame for the continuation of a decades old conflict is just another part of Kerry?s troubling perspective.

While Kerry was on his February 2009 junket to the Middle East, it was no mere coincidence that Rep. Keith Ellison was in Gaza at the same time. This was a coordinated effort by senior Democrats to demonstrate to Israel?s government that the pro-Israel attitude of the Bush-Cheney years were over.

The Forward reported on April 10, 2009 that ?...he (Ellison) presented the findings of his February 19 trip to Gaza at a Capitol Hill event sponsored by the Arab-American Anti-Discrimination Committee.

The second-term congressman did not mince words when describing the hardship that Gaza residents are facing in the aftermath of the Israeli attack, or in addressing Israel directly on what actions ought to be taken to ease the suffering. ?I come here with one message only,? he told the audience: ?Open up the crossings, open up the crossings, open up the crossings.?

Later in his speech, Ellison once again chose the triple-repetition technique when calling on Israel to ?stop, stop, stop the settlement expansion.?

Kerry provided Ellison with the cover he needed for his verbal onslaught against Israeli settlements.

At the Democratic Convention in 2012 Kerry ignored the decision of his party leadership to remove Jerusalem from their platform and instead opened his podium speech by attacking Romney for his ?neo-con advisors? and then proceeded to quote Benjamin Netanyahu out of context. We all know what Kerry meant when he said ?neo-cons? ? it is code speak for pro-Zionists. Kerry?s words show that he will be hostile to the very existence of Israeli towns in the suburbs of Jerusalem. Democrats consider these ?settlements? to be part of the ?Occupied West Bank?and he will label them as such.

John Kerry?s leadership at State will be the beginning of a new effort by the Obama Administration to pressure Israel to surrender territory to the Palestinian Authority, deny Israel?s sovereignty in Jerusalem, negotiate with Hamas and accept a hostile Palestinian State along its vulnerable borders.

Israel and its American supporters are in for a very tough time with Kerry and they seem to have no idea what is in store.

Smoked Goose Breast - Hunter Angler Gardener Cook

A few months back, while I was writing my duck cookbook, I reached out to a few purveyors so I could get my hands on some quality domestic geese. One of them, the Schiltz Goose Farm in South Dakota, sent me some smoked goose. I told them I didn?t really need any pre-made products, but they insisted. ?Just try it,? Jim Schiltz told me. ?I think you will really like it.?

Holy crap was it good! I mean, really good. I mean, roll-your-eyes-back-in-your-head good. There was a creamy layer of smoky fat on top, then perfectly cooked, perfectly pink meat. Sliced thin, the fat melted on your tongue. It was insanely good, and I wanted more. But Schiltz holds his recipe for smoked goose close, so I was going to have to reverse engineer the recipe. A tall order.

I was at a loss until I read a throwaway line in an old book on German food, The Cooking of Germany?by Time-Life Books. It is a very difficult to find book these days, but it is worth every penny if you are really into German cuisine. In its pages is a reference to something called spickgans, a style of smoked goose breast from Pomerania, on Germany?s Baltic coast.

Spickgans is, apparently, a point of pride in this region?s cookery. It is a domestic goose breast, cured and smoked over a combination of juniper boughs, beech, alder or oak, and peat moss. Like a lot of regional specialties, each household?s version is slightly different.

Interestingly, this style of smoked goose has always been a cut above regular smoked goose. A menu from New York City?s Metropole Hotel and Golden Rod Rathskeller from November 1900 shows both Pomeranian smoked goose, selling for $0.70, and regular smoked goose, selling for only $0.20 an order. Adjusted for inflation, that means an order of Pomeranian smoked goose would set you back a hefty $18.62 today. In 1906 over at Stauch?s on Coney Island, you could get an order of Pomeranian smoked goose with asparagus and hollandaise sauce for the equivalent of $18.50 in today?s dollars.

A contemporary book written by Elizabeth van Arnim, ?Elizabeth and Her Garden,? contains an amusing reference to how revered spickgans was in Germany:

?A man must be made comfortable before he will make love to you and though it is true that if you offered him a choice between Spickgans and kisses he would say he would take both yet he would invariably begin with the Spickgans and allow the kisses to wait.?

Clearly this is no ordinary cold cut. But was?this the origin of Jim Schiltz?s smoked goose? At that point, I didn?t care. I just had to make spickgans.

Fortunately, I had one more domestic goose on hand, this one sent to me by my friend Ariane Daguin, doyen of D?Artagnan Fine Foods. I broke the bird down and used the legs to make prosciuttina d?oca, an Italian cured goose preparation; more on that in another post. That left me with some badass goose breasts. Whoever supplies Ariane with her geese knows what the hell they?re doing. Look at the marbling in the meat of this bird:

I?ve never seen anything like it. Pretty amazing stuff, considering that waterfowl are not known to accumulate intramuscular fat they way beef does. Reading further about spickgans, I learned that one of the keys to this smoked goose is to truss the breast or stuff it into sausage netting. This keeps the meat compact and results in an almost salami-like cylinder of goosey goodness that is far easier to slice than a typical smoked goose breast. A brilliant idea that I am, frankly, sorta angry at myself for having not thought of it earlier.

So I cured my goose, stuffed it into the netting and smoked it over alder wood for seven hours. It smelled wonderful. I sliced into it and was immediately taken back to that smoked goose that Jim Schiltz had sent me: The seasonings were a little different, but the smokiness of the meat as well as that melt-in-your-mouth texture were identical.

If you have a smoker, I urge you to try this. If not, this might be reason enough to buy one. Of all the charcuterie recipes I have on this site, this is right up there at the top. It is relevatory. I promise.

German Smoked Goose Breast

To make this correctly, you will need to do a few things you might not normally do:

  • You need to truss your goose breast or stuff it into sausage netting, which you can buy online. While not absolutely necessary, it does change the end result in a subtle way.
  • You will definitely need to use nitrites (Instacure No. 1) for safety and to get that pink color.
  • The safety factor comes in with another thing you need to do to make this recipe ? you need to start the goose in a cold smoker and bring the heat up to temperature very slowly. This is easy to do in a Bradley smoker, and it can be done in a Camp Chef smoke vault or in many other smokers. It is, however, very hard to do with a classic smoker; the kind where you start a fire near the meat.

Flavorwise, you are getting a lot of character from juniper berries, black pepper and Scotch. What?s with the Scotch? Well, unless you have some means of smoking over peat, the best way to get a little of that peaty flavor into the meat is to soak it overnight in a peaty Scotch. I used Laphroaig. Can you skip this step? Sure, but if you a) like to drink peaty Scotch and b) have it around, by all means use it.

I made this with domestic goose breast, but there is no reason you can?t do it with skin-on breasts of Canada or whitefront geese. You could also use a big, domestic Moulard duck breast, too. Don?t try it with skinny or small birds.

Makes 2 goose breasts.

Prep Time: 3 days, curing time

Cook Time: 7 hours of smoking time

  • Skin-on breasts from 1 large goose, about 2 pounds
  • 44 grams of kosher salt, about 4 tablespoons
  • 3 grams of Instacure No. 1, about 1/2 teaspoon
  • 25 grams sugar, about 2 tablespoons
  • 4 grams crushed juniper, about 1 tablespoon
  • 10 grams freshly ground black pepper, about 1 tablespoon
  • 1/2 cup peaty Scotch whisky (optional)

  1. ?If you are using the Scotch, put the goose breasts in a bowl and coat them with the whisky. Put them into a closed container just about large enough to hold them and refrigerate overnight.
  2. The next day, mix all the remaining ingredients in a bowl. Drain the goose breasts, or just pat them dry if you have not done the Scotch soak. Massage the spice mixture into the meat, making sure every bit of the goose is covered. Put the goose breasts into a closed container that just barely fits the meat. Pour in any excess salt/spice mixture, cover and refrigerate for 3 to 4 days. Every day during the curing process, turn the goose breasts over so they are evenly coated.
  3. When the meat has cured, it will be dark red and slightly firm to the touch throughout. Rinse it off briefly under cold running water and pat it dry. Let the meat sit out in a cool place for 2 to 4 hours, preferably with some sort of breeze or fan on it. Or you can leave it to dry in the fridge uncovered overnight.
  4. Truss the meat as you would a roast, or stuff it into sausage netting. If you do the netting, wear an apron, as you will need to manhandle the goose breast into the netting. Take your time and do it little by little. Tie off the ends of the string or netting, leaving enough at the end with the most fat ? this should be the thick end of the breast ? to hang. You want the fattiest part of the goose breast at the top, so the fat can drip down and keep the meat moist.
  5. Hang the breasts in a cold smoker and smoke over beech, alder, oak or cherry wood. Apple is a good substitute, too. Start the smoke cold and gradually bring the temperature up. Your goal is to have the thickest part of the goose breast reach 140?F to?150?F by the end of cooking. Move the goose breasts out of the smoker and allow to return to room temperature before refrigerating.
  6. The smoked goose will last 10 days in the fridge, or a year if well sealed and frozen.

Storms on US Plains stir memories of the 'Dust Bowl'

LIBERAL, Kan. - Real estate agent Mark Faulkner recalls a day in early November when he was putting up a sign near Ulysses, Kansas, in 60-miles-per-hour winds that blew up blinding dust clouds.?

"There were places you could not see, it was blowing so hard," Faulkner said.?

Residents of the Great Plains over the last year or so have experienced storms reminiscent of the 1930s Dust Bowl. Experts say the new storms have been brought on by a combination of historic drought, a dwindling Ogallala Aquifer underground water supply, climate change and government farm programs.?


Nearly 62 percent of the United States was gripped by drought, as of Dec. 25, and "exceptional" drought enveloped parts of Kansas, Colorado, Oklahoma, Texas, and New Mexico, according to the U.S. Drought Monitor.?

There is no relief in sight for the Great Plains at least through the winter, according to Drought Monitor forecasts, which could portend more dust clouds.?

A wave of dust storms during the 1930s crippled agriculture over a vast area of the Great Plains and led to an exodus of people, many to California, dramatized in John Steinbeck's novel "The Grapes of Wrath."?

Drought worsens in High Plains; winter outlook grim

While few people believe it could get that bad again, the new storms have some experts worried that similar conditions -- if not the catastrophic environmental disaster of the 1930s -- are returning to parts of Texas, Oklahoma, New Mexico, Kansas and Colorado.?

"I hope we don't talk ourselves into complacency with easy assumptions that a Dust Bowl could never happen again," said Craig Cox, agriculture director for the Environmental Working Group, a national conservation group that supports converting more tilled soil to grassland. "Instead, we should do what it takes to make sure it doesn't happen again."?

Satellite images on Dec. 19 showed a dust storm stretching over an area of 150 miles from extreme southwestern Oklahoma across the Panhandle of Texas around Lubbock to extreme eastern New Mexico, said Jody James, National Weather Service meteorologist in Lubbock. Visibility was reduced to half a mile in places, stoked by high winds, he said. At least one person was killed and more than a dozen injured in car crashes.?

"I definitely think these dust storms will become more common until we get more measurable precipitation," James said.?

'Dirty 30s'?
The Great Plains is a flat, semi-arid, area with few trees, where vast herds of buffalo once thrived on native grasses. Settlers plowed up most of the grassland in the late 19th and early 20th centuries to create the wheat-growing breadbasket of the United States, encouraged by high commodity prices and free "homestead" land from the government.?

The era known as the "Dirty 30s" -- chronicled by Ken Burns in a Public Broadcasting Service documentary that aired in November -- as when a 1930s drought gripped the Great Plains and winds carried away exposed soil in massive dust clouds.?

Bill Fitzgerald, 87, a farmer near Sublette, Kansas, remembers "Black Sunday" on April 14, 1935, when a clear, sunny day in southwest Kansas turned black as night by mid afternoon because of a massive cloud of dust that swept from Nebraska to the Texas panhandle.?

"My older brother and I were in my dad's 1927 or '28 Chevy truck a mile north and a mile west of the house and we saw it rolling in," Fitzgerald said. "It was about 10 p.m. when it cleared enough for us to go home."?

Farming practices have vastly improved since the 1930s. Farmers now leave plant remnants on the top of the soil and less soil is exposed, to preserve moisture and prevent erosion.?

The governor of Missouri has enacted an emergency measure to drill new wells in areas where water is scarce, providing much-needed relief for the state's farmers and ranchers. NBC's Thanh Truong reports.

Irrigation beginning in the 1940s from the Ogallala aquifer, a huge network of water under the Great Plains, also made land less vulnerable to dust storms.?

But the Ogallala aquifer is drying up after years of drawing out more water than was replenished.?

Many farmers have had to drill deeper wells to find water. Others are giving up on irrigation altogether, which means they can no longer grow crops of high-yielding and lucrative corn. They will instead grow wheat, cotton or grain sorghum on dry land, which depends completely on natural precipitation in an area that typically gets 20 inches of rain a year or less.?

Near Sublette, Kansas, farmer Gail Wright said he would probably give up irrigating two square miles of his land and would plant wheat and grain sorghum instead of corn because of the diminishing aquifer. Drilling deeper wells would cost $120,000 each, Wright said.?

Drought conditions plague much of the United States after a summer of scorching temperatures and a lack of rain. The dryness is affecting America's farmland, threatening crops like soybean and corn.

"When we drilled those wells in the 1960s and 70s, we were doing 1,500 or 1,600 gallons per minute," said Wright. "Now, they are down to anywhere from 400 to 600 gallons per minute. We probably pumped out 200 feet of water."?

Another farmer in Sublette, 79-year-old Lawrence Withers, whose family farms land his grandfather settled in 1887, is resigned to a future without irrigation.?

"We have pumped 170 feet off the aquifer, that's gone. There's just a little tick of water at the bottom," he said.?

The Ogallala supplies water to 176,000 square miles of land in parts of eight states from the Texas panhandle to southern South Dakota. That amounts to about 27 percent of all irrigated land in the nation, according to the U.S. Geological Survey.?

60 percent of lower 48 states now in drought

The volume of water in the aquifer stood at about 2.9 billion acre feet in 2009, a decline of about 9 percent since 1950, according to the Geological Survey. About two-and-a-half times as much water was drawn out in the 14 years ended 2009 as during the prior 15-year period, data shows.?

The water may run out in 25 years or less in parts of Texas, Oklahoma and southwest Kansas, although in other areas it has 50 to 200 years left, according to the Geological Survey.?

Rationing has been imposed on irrigation in the region but it may be too little too late.?

"It's a situation where across the Plains the demand far exceeds the annual recharge," said Mark Rude, executive director of the Southwest Kansas Groundwater Management District.?

Record drought?
The worst drought in decades has exacerbated the situation. The semi-arid area around Lubbock, which typically gets about 19 inches of rain a year, received less than 6 inches in 2011, the lowest ever recorded. This year was better but still far below normal at 12.5 inches, meteorologist James said.?

Climate change is also having an impact on the region, said atmospheric scientist Katharine Hayhoe, co-director of the Climate Science Center at Texas Tech University in Lubbock.?

Grain prices soar as drought impact deepens

"It is definitely hotter in the summer and drier in the summer because of climate change," she said.?

The average annual temperature in Lubbock has increased by one full degree over the last decade, according to National Weather Service data, and the average amount of rainfall has fallen during summer months by about .50 inch over the decade.?

Some say government policies are making things worse.?

Federal government subsidized crop insurance pays farmers whether they produce a crop or not, encouraging farmers to plant even in a drought year.?

Another subsidized U.S. government program that pays farmers to take sensitive marginal land out of crop production and put it into grassland is gradually shrinking.?

A look at the latest market moves from the trading floor, including the trade on corn prices, with Phillip Streible, RJO Futures.

In a possible case of history repeating itself, high commodity prices are encouraging farmers to break up the land and plant crops when the 10-year conservation contracts with the government expire, said environmentalist Cox. This is similar to what happened in the 1920s when vast areas of grassland were plowed up.?

The government also has imposed restrictions on how much land can go into conservation reserves to save money at a time of massive U.S. budget deficits, he said.?

The amount of land in conservation reserves has declined by more than 2.3 million acres over the last five years in five states of the Great Plains -- Texas, Oklahoma, Kansas, Colorado and New Mexico, according to U.S. Agriculture Department data.?

If most of that land is plowed up for crops it could lead to more dust storms in the future.?

"I think you are probably going to see increased erosion if that happens," said Richard Zartman, Chairman of the Plant and Soil Science Department at Texas Tech, adding that it was unlikely to get as bad as the Dust Bowl days.?

Delhi gang rape victim was planning her wedding, friends say

The Indian woman who died after she was violently gang-raped aboard a Delhi bus was planning to get married next year, according to reports.

Friends of the 23-year-old victim, whose name has not been released, told Agence France-Presse that she was engaged to the man she boarded the bus with on the evening of Dec. 16.

He, too, was badly beaten by the same men who would go on to rape and fatally injure his companion.

"They had made all the wedding preparations and had planned a wedding party in Delhi," friend and neighbor Meena Rai told AFP, adding that she and the victim had been shopping for wedding outfits.

The ceremony was reportedly due to take place in February.

The victim died of her injuries early on Saturday. She was cremated Sunday morning in Delhi, amid tight security and ongoing protests.

The Hindustan Times paid tribute to the woman called variously "Nirbhaya," "India's daughter" and "the Braveheart" by Indian media.

"She was the entertainer of the household," the paper said, "perennially smiling" and a "brilliant student" who also enjoyed reality TV and fashion.

If she sounds like a normal young woman in life, in death she has become a symbol of the violence and injustice faced by millions of Indian girls and women.

According to the Hindustan Times, more than 20 women have been raped in Delhi since Dec. 16. A total of 635 rapes were reported to the city's police between January and November this year, the Press Trust of India said, already more than the 572 cases recorded in 2011.

Of the 754 suspects arrested in 2012, just one has so far been convicted, according to PTI.

No. 4 Louisville holds off Kentucky, 80-77

LOUISVILLE, Ky. (AP) ? Russ Smith ranked Louisville's 80-77 victory over Kentucky on Saturday as one of the five favorites of his career.

Makes sense, considering he played a key role in ending the No. 4 Cardinals' four-game losing streak against the rival Wildcats.

Smith scored 21 points, including five of Louisville's final 13, along with seven rebounds to help the Cardinals hold off Kentucky in an up-and-down game.

The effort comes nearly a year after he came off the bench to score 30 in the Cardinals' 69-62 loss to the Wildcats in Lexington, one of two defeats last season to their in-state rivals that included last season's national semifinal. Kentucky went on to win its eighth national championship.

"This one probably ranks as one of the top five biggest wins of my life," said the junior guard, whose list includes last season's NCAA regional final, the round of 16 and Louisville's two wins that clinched the Big East Conference championship last March.

"We know where we messed up and we know the mistakes we made, but at the end of the day it's a win. It's not a conference win but it's a great non-conference win. It's a great win for the city. We're actually more happy for our fans than for ourselves. ... I guess revenge is the word, but it feels good beating the team that knocked you out of the Final Four."

Especially since that team, Kentucky, resides about 80 miles east and had recently owned the Battle of the Bluegrass. Louisville now has bragging rights, and Smith had help in getting them for the Cardinals.

Sophomore forward Chane Behanan had 20 points, seven rebounds and three steals, including a steal of Archie Goodwin's pass that led to his dunk with 18 seconds remaining that sealed the victory for Louisville (12-1) before a KFC Yum! Center crowd of 22,810.

"I feel like I could have done better," said Behanan, who had been banned from talking to the media this fall by coach Rick Pitino. "I took a lot of plays off throughout the game. I feel as though I could have gotten a lot more rebounds than I did. In a game like that you just give it your all to win it.

"It was my third time playing them. It just feels good to win, not for me but the city too."

Before fouling out Peyton Siva added 19 points for the Cardinals, who had to withstand several charges from Kentucky.

The Wildcats trailed 51-34 but outscored the Cardinals 28-14 to get within 65-62 before Smith's two baskets keyed an 8-5 run that gave Louisville some breathing room.

The Cardinals won despite four fouls by Smith and center Gorgui Dieng, who returned from a seven-game absence with a broken left wrist. The junior had six points, seven rebounds and two blocks.

"A great win for us because we had to battle a lot of bad foul trouble," Pitino said. "We survived with good plays from Chane and Russ. The offense and defense in the first half was spectacular then we lost our defensive presence in the second half because we were worried about foul trouble."

Goodwin scored 19 of his 22 points in the second half for Kentucky (8-4) and Ryan Harrow added 17 points.

Poor foul shooting hurt the Wildcats' comeback. They shot just 11 of 23 (48 percent) from the line, matching their percentage from the field.

Kentucky trailed 77-74 following a rare four-point play as Goodwin was fouled by Siva as he made a 3-pointer.

Kentucky coach John Calipari didn't call timeout after that, and Goodwin's turnover followed.

"Believe me, I was standing there thinking timeout and didn't call it," Calipari said. "That was the end of the game. I told them this one was on me and hopefully I'll do a better job.

"Stuff like that happens and I take responsibility. They (Louisville) deserved to win. But I didn't give our guys the chance they deserved with the way they played down the stretch."

Louisville also shot 48 percent from the field, but made 17 of 25 from the free throw line to win its seventh straight.

As might be expected from bitter in-state rivals, the early minutes were physical and intense with six ties and five lead changes. There were lineup changes for both teams.

KUWAIT: In a globally connected world, companies both in the Middle East and across the globe, are readdressing their mobility strategies; many surveyed organizations plan to review their global mobility strategies in 2013, says Maya Rafii Zaatari, director, Human Resources, Deloitte Middle East.

Organizations are aware of both the requirements and the current limitations of their global mobility programs; however they are not translating that awareness into improvement and change, according to a new report by Deloitte. This is based on the latest annual survey of almost 200 HR, talent and global mobility professionals from companies around the world, entitled Strategic Moves. Findings in this study are particularly relevant to Middle East companies moving into regionalization structures, and international markets to compete effectively in these new markets and succeed in attracting and deploying employees and leaders to meet their business objectives. ?As more and more companies expand their operations globally, and many companies based in the Middle East begin to operate across the region, the challenge to source the right talent and meet client needs is evidently growing. Many regional firms are seeking candidates with international experience to assume leadership posts in different industries,? said Zaatari. In many Middle Eastern countries, particularly in the GCC, it is integral that strategies to improve global mobility are put into place, to ensure the right expertise is being offered to clients when needed,? she added. Brett Walsh, Global Human Capital leader, DTTL, says: ?The survey results show that organizations recognize the need for a global, mobile workforce to support their business strategies.

However, despite a keen awareness of worldwide mobility issues, there is slow progress to make the relevant improvements. Where organizations are taking steps, they appear to be aligning their international mobility strategies with functional needs, rather than also focusing on developing the next generation of global leaders with international experience required to run the global organizations of the future.? According to the report, a mere 2% of organizations see their global mobility functions as world class, and only 12% perform assessments of their mobility practices and make clear links back to improvement efforts they need to make. The Deloitte survey also highlights that 70% of business and HR stakeholders believe that global mobility in their organizations is underperforming and needs improvement.

Different requirements of global mobility Organizations recognize global mobility as an important tool to support the top strategic business issues and support the business in addressing the top three strategy issues: emerging geographical markets, such as the Middle East (100%), increasing globalization (99%), and increasing competition (98%). However, on average, less than 30% are using mobility to completely address those issues. ?In a globally connected world, companies both in the Middle East and across the globe, are readdressing their mobility strategies. In fact, one third of the organizations surveyed say they are planning on reviewing their global mobility strategies in the next 12 months, including reviewing the alignment with business issues and goals,? said Zaatari. Perception of the global mobility function Survey respondents were asked whether they felt global mobility was a purely administrative function, a strategic value-add, or both. Those in business HR roles were most likely to see it as strategic (42%). However, in stark contrast, those tasked with high-level talent and reward responsibilities and the ability to elevate global mobility to the realm of strategy ? were most likely to see it as just administrative (42%).

Assessment There is a widespread recognition of the need to improve the services that mobility teams provide; however the vast majority of organizations surveyed (88%) are undertaking only a limited assessment of the services that are currently being offered.

The way forward In order to align global mobility strategies with business? issues and goals in the longer term, global mobility will need to support business more effectively by providing global workforce management, where they manage an organization?s global supply and demand of skills and talent. This will require the mobility function to acquire new skills and capabilities. Brett Walsh concludes: ?If positioned appropriately, by adding global workforce management capabilities to its suite of services, global mobility can be the key player in solving an organization?s long-term skill supply-anddemand talent gaps. This will require a departure from the current model and a strong vision of the future. ?Organizations need to make two types of investments in order to achieve this. Firstly, they need to invest in their wider functional HR capabilities such as integrated HR, talent and global mobility technologies to facilitate global standard reporting across various employee metrics. Plane on fire after running off Moscow runway

MOSCOW (AP) ? A passenger airliner ran off the runway at Moscow's Vnukovo Airport on Saturday, breaking apart and catching fire.

The Emergency Ministry said 12 people were aboard the Tu-204 and all were rescued but two were in serious condition, according to the state television news channel Vesti.

The channel showed a photo of the wrecked plane's fuselage with the livery of Red Wings airline. The plane's nose, including the cockpit area, appeared sheared off.

Details on the crash were not immediately clear. Initial reports said the plane crashed while attempting to land, but later reports said it had crashed while taking off. Light snow was falling in Moscow at the time.

The Tu-204 is a twin-engine medium-range jet with a capacity of 210 passengers.
